  23/ House Speaker: Draft legislation dealt with in 'spirit of national responsibility'

Amman, July 8 (Petra) – Lower House Speaker Mazen Qadi said on Wednesday the legislature approaches all draft laws with a spirit of national responsibility, ensuring the higher interests of the state are served and citizens' rights protected.

Qadi, who chaired part of a Legal Committee meeting on the draft amendment to the Real Estate Ownership Law of 2026, said the House listens to various opinions and points to produce balanced legislation that meets current needs and serves the public interest.

The purpose of debating any bill under the dome is not merely its passage, but its refinement, development, and improvement of its provisions, thereby enhancing its legislative effectiveness and ensuring it meets its intended objectives, he said.

Qadi reiterated that the legislature exercises its constitutional role with full responsibility and transparency, serving the Jordanian state and its institutions.

The draft amended real estate ownership law for 2026 allows for electronic sales and signatures and enables off-plan land sales before construction begins, provided developers have a bank-approved allocation certificate. It also permits land subdivision with the consent of partners holding three-quarters of the property.

Head of the committee, Aref Al-Sa’ydeh, said the bill is meant to develop the real estate legislative system, thereby enhancing the efficiency of registration and ownership procedures and keeping pace with the necessary updates in the sector.

He stressed the need to simplify procedures, protect property rights, and curtail real estate disputes, which will positively impact the investment environment.

The proposed amendments would improve the work of the joint ownership removal committees and expedite the resolution of disputes, thus achieving fairness among partners and reducing administrative complexities, he said.

The meeting was attended by the Ministers of Local Administration, Walid Al-Masri, Justice, Bassam Al-Talhouni, Parliamentary and Political Affairs, Abdul-Moneim Al-Oudat, State for Legal Affairs, Fayad Al-Qudah, and Finance, Abdul-Hakim Al-Shibli.
