  16/ Lower House concludes second ordinary session, passes 19 laws, 1st add

In its nineteenth session, held on January 26, 2026, the Lower House of Parliament approved, by majority vote, four articles of the 14-article draft amendment to the Notary Public Law of 2025.

During its twentieth session on January 28, the House completed approval of the remaining articles, endorsing Articles 5 through 14 and thereby passing the amended law. The draft had earlier been referred to the Parliamentary Legal Committee during a session held on November 24, 2025, and was approved by the committee on January 14, 2026. The Cabinet had approved the draft amendment on September 8, 2025.

On February 1, during its twenty-first session, the House approved several draft laws, including ratification of extradition treaties with Spain and Uzbekistan, as well as agreements on mutual legal and judicial assistance in criminal matters and the transfer of prisoners with Morocco. The House also referred the draft amendment to the Jordan Valley Development Law of 2025 to the Joint Parliamentary Committee (Legal, Agriculture, and Water), and the draft Education and Human Resources Development Law of 2026 to the Parliamentary Education Committee.

The extradition treaties with Spain and Uzbekistan had been referred to the Parliamentary Legal Committee during a session held on November 24, 2025, and were approved by the committee on January 26, 2026. The Cabinet had approved the Spain treaty on August 17, 2025, and endorsed the justifications for the Uzbekistan treaty on October 1, 2025. The Cabinet also approved the justifications for the agreements with Morocco on October 22, 2025, while the draft amendment to the Jordan Valley Development Law was approved on November 23, 2025, and the draft Education and Human Resources Development Law on January 12, 2026.

On February 4, during its twenty-second session, the House held its third oversight session, during which it discussed parliamentary questions and government responses focusing on tourism, municipalities, agriculture, transportation, and health.

In its twenty-third session on February 9, the House approved two articles of the 32-article Gas Law of 2025. It continued deliberations during its twenty-fourth session on February 11, approving Articles 3 through 11.

During its twenty-fifth session on February 16, the House held a two-part meeting. In the first part, MP Hamza Khalil (al-Tubasi) was sworn in as a member of the 20th Parliament, succeeding former MP Mohammad Jarrah following a final ruling by the Supreme Administrative Court. Jarrah lost his seat in the House after his membership in the Labor Party was revoked. In the second part, the House continued deliberations on the Gas Law, approving Articles 12 through 18.

In its twenty-sixth session on February 18, the House approved the Gas Law in full, endorsing Articles 19 through 32 after incorporating amendments introduced by the Parliamentary Energy and Mineral Resources Committee.

On February 23, during its twenty-seventh session, the House began deliberations on the 2025 Insurance Contracts Law, approving 12 articles.

During its twenty-eighth session on February 25, the House approved an additional 12 articles, covering Articles 13 through 24. In its twenty-ninth session on March 2, it approved 75 articles, covering Articles 25 through 99, with amendments to some provisions and the deletion of others.

On March 4, during its thirtieth session, the House approved the Insurance Contracts Law in full, endorsing the final two articles. The law was passed after deliberations spanning approximately nine and a half hours across three sessions. It had earlier been referred to the Parliamentary Committee on Economy and Investment on November 24, 2025, and approved by the committee on February 4, 2026, following Cabinet approval on November 5, 2025.

During the same session, the House also approved referring the draft amendment to the Social Security Law of 2026 to the Parliamentary Committee on Labor, Development, and Population following an initial reading.

On March 11, during its thirty-first session, the House discussed the recommendations of the Finance Committee regarding the 73rd annual report of the Audit Bureau for 2024, following a presentation by the committee’s rapporteur. Lawmakers were given time to discuss the report.
In its thirty-second session on March 25, the House approved, by majority vote, the Finance Committee’s recommendations on the Audit Bureau report.

On March 30, during its thirty-third session, the House approved the Senate’s amendments to the Competition Law of 2025, thereby passing the draft law in its final form. It also referred draft amendments to the Civil Status Law and Real Estate Ownership Law to the Parliamentary Legal Committee, and the draft amendment to the Traffic Law to the Joint Parliamentary Committee (Legal and Public Services). The House also approved a draft law ratifying a loan agreement between the government and Italy for 2024.

On April 1, during its thirty-fourth session and fourth oversight session, the House discussed 13 parliamentary questions covering issues including investment, real estate, education, scholarships, health, municipalities, and public sector appointments.
