31/ Emergency Arab-Islamic summit in Doha condemns Israeli strike, declares full solidarity with Qatar
Amman, Sept 15 (Petra) – The Emergency Arab-Islamic Summit, convened following Israel’s targeting of residential compounds in Qatar’s capital Doha last week, concluded on Monday. In the final statement of leaders of states and governments of the Arab League and the Organization of Islamic Cooperation, it said: "We, leaders of states and governments of the Arab League and the Organization of Islamic Cooperation, gathered on Monday 22 Rabi’ al-Awwal 1447 AH, corresponding to Sept. 15, 2025, in the capital of Qatar, Doha, in response to the gracious invitation of His Highness Sheikh Tamim bin Hamad Al Thani, Emir of the State of Qatar, and under his chairmanship, to discuss the Israeli aggression against the State of Qatar, and as an expression of our united stance in condemning it and in full solidarity with the sister State of Qatar. "We express our profound thanks and deep appreciation to His Highness Sheikh Tamim bin Hamad Al Thani, Emir of the State of Qatar, for the generous hosting, and to the sister State of Qatar for the good organization. "Guided by the principles of the charters of the Arab League and the Organization of Islamic Cooperation, and recalling the fundamental principles of the United Nations Charter, in particular Article 2(4) which prohibits the threat or use of force against the territorial integrity or political independence of any state. Recalling all the relevant resolutions issued by the Organization of Islamic Cooperation and the Arab League over the past decades, which reject attacks on member states, and affirm the commitment to Arab-Islamic solidarity and the security of Arab and Islamic states in the face of external threats, including resolutions related to the Palestinian cause. "Affirming our steadfast commitment to the sovereignty, independence and security of all member states of the Arab League and the Organization of Islamic Cooperation, reminding of our collective duty to respond to this aggression in defense of our common security, and affirming our categorical rejection of any infringement upon the security of any of our states, and condemning firmly any attack targeting them, affirming our absolute and unwavering solidarity in confronting all that threatens their security and stability. "Referring to the emergency meeting of the UN Security Council on Sept. 11, 2025, which witnessed consensus on condemning the Israeli attack as a breach of international peace and security. We welcome the press statement issued by the Council, which condemned the attack, expressed solidarity with the State of Qatar, and supported the vital role Qatar continues to play in mediation efforts in the region alongside Egypt and the United States, which confirmed respect for the sovereignty and territorial integrity of the State of Qatar, consistent with the principles of the United Nations Charter. "Affirming that the absence of international accountability, and the silence of the international community regarding Israel’s repeated violations, have encouraged Israel to persist in its aggressions and in its blatant violations of international law and international legitimacy resolutions, entrenching a policy of impunity, weakening the system of international justice, and threatening to dismantle the rules-based world order, constituting a direct threat to regional and international peace and security. "Affirming our absolute support for the sister State of Qatar, its security, stability, sovereignty and the safety of its citizens, we express our standing as one beside it in confronting this aggression, which we consider a blatant violation of its sovereignty, a flagrant breach of international law, and a grave threat to regional and international peace and security." We decide: 1 – To affirm that the heinous Israeli aggression against the sister State of Qatar, and the continuation of aggressive Israeli practices, including crimes of genocide, ethnic cleansing, starvation and blockade, and expansionist settlement and political activities, undermine chances of achieving peace and peaceful coexistence in the region and threaten all that has been achieved on the path to establishing normal relations with Israel, including existing and future agreements. 2 – To condemn in the strongest terms the cowardly, unlawful attack launched by Israel on Sept. 9, 2025, against a residential neighborhood in Qatar’s capital Doha, containing residential compounds designated by the state to host negotiating delegations within the framework of multiple mediation efforts undertaken by Qatar, along with several schools, nurseries and diplomatic missions. This attack resulted in martyrs, including a Qatari citizen, and injured a number of civilians. This assault constitutes a flagrant aggression against an Arab and Islamic state, member of the United Nations, and represents a dangerous escalation exposing the aggression of the extremist Israeli government, adding to its criminal record that threatens regional and international peace and security. 3 – To affirm absolute solidarity with the State of Qatar against this aggression, which constitutes an aggression against all Arab and Islamic states, and to stand with the sister State of Qatar in all measures and steps it undertakes to respond to this treacherous Israeli aggression, in order to protect its security, sovereignty, stability, and the safety of its citizens and residents on its territory, as guaranteed to it by the United Nations Charter. 4 – To affirm that this aggression against Qatari territory – a state acting as a principal mediator in efforts to secure a ceasefire and end the war on Gaza, and to secure the release of hostages and prisoners – represents a dangerous escalation and an assault on diplomatic efforts to restore peace. Such an aggression against a neutral place of mediation not only violates the sovereignty of Qatar but also undermines international mediation and peacemaking processes. Israel bears full responsibility for the consequences of this attack. 5 – To commend the civilized, wise and responsible stance adopted by the State of Qatar in dealing with this treacherous aggression, its firm commitment to the provisions of international law, and its insistence on safeguarding its sovereignty and security and defending its rights by all legitimate means. 6 – To support the efforts undertaken by the states playing a mediation role, foremost among them the State of Qatar, the Arab Republic of Egypt, and the United States, to halt the aggression against the Gaza Strip. In this context, to affirm the constructive role undertaken by Qatar, and the valued mediation efforts it pursues and the positive impacts they produce in supporting efforts to establish security, stability and peace. To commend Qatar’s multiple initiatives on the regional and international levels, especially in the fields of humanitarian aid and support for education in developing and poor countries, which reinforce its position as an active party supporting peace and development regionally and internationally. 7 – To affirm the categorical rejection of attempts to justify this aggression under any pretext whatsoever, and to stress that it constitutes a flagrant violation of international law and the UN Charter, and directly targets and undermines existing mediation efforts to halt the aggression on the Gaza Strip and to foil serious endeavors to reach a just and comprehensive political solution that ends the occupation and guarantees an end to the suffering of the Palestinian people, safeguarding their inalienable legitimate rights. 8 – To reject completely and absolutely Israel’s repeated threats of possibly targeting the State of Qatar again, or any Arab or Islamic state, and to consider them a provocation and a dangerous escalation threatening international peace and security. To urge the international community to condemn them in the strongest terms and take deterrent measures to halt them. 9 – To welcome the adoption by the Arab League Council at ministerial level of the resolution "Joint Vision for Security and Cooperation in the Region," and in this context to affirm the concept of collective security and the shared destiny of Arab and Islamic states, and the need for alignment and facing common challenges and threats, and the importance of initiating the implementation mechanisms necessary for this. To stress that any determinants of future regional arrangements must enshrine principles of international law and the UN Charter, good neighborly relations, respect for the sovereignty of states, non-interference in the internal affairs of regional states, equality in rights and duties without privileging one state over another, the settlement of disputes by peaceful means and not resorting to force. To stress the need to end the Israeli occupation of all Arab territories, realize the Palestinian state on the lines of June 4, 1967, and rid the Middle East of nuclear weapons and other weapons of mass destruction. 10 – To affirm the necessity of standing against Israel’s schemes to impose a new fait accompli in the region, which constitute a direct threat to regional and international stability and security, and the necessity of confronting them. 11 – To affirm the condemnation of any Israeli attempts to displace the Palestinian people, under any pretext or designation, from their lands occupied in 1967, and to consider that a crime against humanity, a flagrant violation of international law and international humanitarian law, and a policy of ethnic cleansing rejected absolutely. To stress in this context the necessity of implementing the Arab-Islamic reconstruction plan in both its political and technical aspects, and to begin reconstruction of the Gaza Strip at the earliest opportunity. To call on international donors to provide the necessary support, and urge their active participation in the Gaza Reconstruction Conference to be hosted in Cairo immediately after a ceasefire is reached. 12 – To condemn Israeli policies that have caused an unprecedented humanitarian catastrophe, using siege, starvation, and the denial of food and medicine to civilians as weapons of war against the Palestinian people, in flagrant violation of international humanitarian law and the Geneva Conventions. To stress that these practices constitute a full-fledged war crime, requiring urgent action from the international community to put an end to them, and to guarantee the immediate, safe and unrestricted entry of humanitarian aid to all parts of the occupied Palestinian territories. 13 – To warn of the catastrophic consequences of any decision by Israel, the occupying power, to annex any part of the occupied Palestinian territory, and to confront it as a flagrant assault on the historical and legal rights of the Palestinian people, a violation of the UN Charter, the principles of international law, and relevant UN resolutions, and a destruction of all efforts to achieve just and comprehensive peace in the region. 14 – To affirm the necessity of urgent international action to put an end to Israel’s repeated aggressions in the region and to halt its ongoing violations of the sovereignty, security and stability of states, within the framework of respecting international law and relevant international legitimacy resolutions. To warn of the grave consequences of the continued inability of the international community to restrain Israeli aggression, the latest being the aggression against the State of Qatar, and the continuation and escalation of its brutal aggression against the occupied Gaza Strip, as well as its illegal settlement practices in the West Bank including East Jerusalem, and its continuing aggressions against regional states including the Lebanese Republic and the Syrian Arab Republic, in flagrant violations of international law and gross infringements of state sovereignty. 15 – To call on all states to take all possible legal and effective measures to prevent Israel from continuing its actions against the Palestinian people, including supporting efforts to end its impunity, holding it accountable for its violations and crimes, imposing sanctions on it, suspending the supply of weapons, ammunition and military materials to it or their transfer or transit, including dual-use materials, reviewing diplomatic and economic relations with it, and initiating legal proceedings against it. 16 – To call on member states of the Organization of Islamic Cooperation to examine the compatibility of Israel’s membership in the United Nations with its Charter, given the clear violations of membership conditions and its continuous disregard of UN resolutions, and to coordinate efforts aimed at suspending Israel’s membership in the United Nations. 17 – To affirm the importance of commitment to international legitimacy and relevant UN resolutions as the basic reference for achieving international peace and security, and to reject Israeli discourse employing Islamophobia and promoting it to legitimize the continuation of Israeli violations, adopting policies outside international law including ongoing genocide and settlement projects in the West Bank, as well as employing it to distort the image of Arab and Islamic states. 18 – To welcome the adoption by the UN General Assembly of the "New York Declaration" on implementing the two-state solution and establishing an independent Palestinian state, as a clear expression of international will supporting the legitimate rights of the Palestinian people, foremost among them their right to establish their independent state on the June 4, 1967, lines with East Jerusalem as its capital, with commendation for the efforts of the Kingdom of Saudi Arabia and the French Republic in securing adoption of this declaration. 19 – To welcome the convening of the Two-State Solution Conference under the joint chairmanship of the Kingdom of Saudi Arabia and the French Republic, to be held in New York on Sept. 22, 2025, and to call for international efforts to ensure broad recognition of the independent State of Palestine with East Jerusalem as its capital. 20 – To commend the pivotal role of representatives of Arab and Islamic states who are members of the UN Security Council, foremost among them Algeria, Somalia, and Pakistan, in defending the Palestinian cause, halting the Israeli aggression on the Gaza Strip and reaching a ceasefire, and securing full UN membership for Palestine. To value their active contribution in calling for and ensuring the convening of the Security Council’s emergency session dedicated to confronting the Israeli aggression against the State of Qatar. 21 – To affirm support for the historic Hashemite custodianship exercised by His Majesty King Abdullah II ibn Al Hussein over the Islamic and Christian holy sites in Jerusalem, confirmed in the agreement signed between His Majesty King Abdullah II and President Mahmoud Abbas of the State of Palestine on March 31, 2013, and to affirm that Al-Aqsa Mosque/Al-Haram Al-Sharif in its entirety of 144,000 square meters is a place of worship exclusively for Muslims, and that the Jerusalem Waqf and Al-Aqsa Mosque Affairs Department, affiliated with the Jordanian Ministry of Awqaf, is the sole legitimate authority with exclusive jurisdiction over the administration of Al-Aqsa Mosque, its maintenance, and the regulation of entry to it. 22 – To affirm the necessity of working to consolidate the steadfastness of Jerusalemites on their land, and to support the Al-Quds Committee chaired by His Majesty King Mohammed VI of the Kingdom of Morocco and its executive arm, Bayt Mal Al-Quds Agency. 23 – To affirm that a just, comprehensive and lasting peace in the Middle East will not be achieved by bypassing the Palestinian cause or attempts to ignore the rights of the Palestinian people, or through violence and targeting mediators, but through commitment to the Arab Peace Initiative and relevant international legitimacy resolutions. In this context, to call on the international community, especially the Security Council, to shoulder their legal and moral responsibilities in ending the Israeli occupation and setting a binding timetable for it. 24 – To task member states of the Organization of Islamic Cooperation who are parties to the Rome Statute of the International Criminal Court, in line with their obligations under international law, where applicable, to take all possible measures within their national legal frameworks to support the implementation of arrest warrants issued by the ICC on Nov. 21, 2024, against perpetrators of crimes against the Palestinian people. Also to call on OIC member states to exert diplomatic, political and legal efforts to ensure Israel’s compliance, as the occupying power, with its binding obligations under the provisional measures ordered by the International Court of Justice on Jan. 26, 2024, in the case "Application of the Convention on the Prevention and Punishment of the Crime of Genocide in the Gaza Strip." 25 – To express deep gratitude to the State of Qatar – its Emir, government and people, foremost His Highness Sheikh Tamim bin Hamad Al Thani – for the tireless efforts exerted in hosting and organizing the meetings of this summit with wisdom and strategic vision, and for the facilities provided to ensure the success of this summit, and to value highly the active role of Qatar in strengthening the spirit of consultation and consensus among member states, and its tangible contributions to supporting joint action, reflecting its constant commitment to consolidating bonds of solidarity and unity." //Petra// AF
