  35/ House Legal Committee, German Delegation Discuss Legislative, Judicial Cooperation

Amman, Sept 8 (Petra) – The Lower House Legal Committee, chaired by MP Mustafa Al-Amawi, on Monday met with a delegation of current and former assistant judges of Germany’s Federal Constitutional Court to discuss strengthening cooperation and exchanging expertise in legislative and judicial fields.

Al-Amawi highlighted Jordan’s long-standing constitutional and parliamentary history since the establishment of the state, beginning with the Basic Law of 1921, the first legislative elections in 1929, and the 1952 Constitution, which enshrined the principle of separation of powers and gave Parliament, through the Senate and the House of Representatives, a central legislative role.

He reviewed milestones of parliamentary development that bolstered pluralism and legislative reform, making Parliament a cornerstone of Jordan’s democratic path. He also outlined parliamentary procedures for drafting and passing legislation, emphasizing the committees’ role in studying bills and consulting with government agencies and civil society before presenting them to the full chamber for a vote.

Al-Amawi pointed to key political reforms under His Majesty King Abdullah II, particularly the enactment of the Elections Law and Political Parties Law, as foundations for strengthening party life and consolidating parliamentary democracy.

He stressed reforms that advanced women’s and youth participation in political life and decision-making, reflected in stronger female representation across parliamentary blocs, while underlining the lower house's openness to dialogue with civil society and media to promote transparency and participation.

He reaffirmed the strength of Jordan-Germany relations and praised Germany’s support, especially amid regional instability and the burden of hosting refugees, noting that international aid has fallen short of matching Jordan’s efforts.

MPs Abdel Halim Al-Ananbeh, Ayman Al-Baddadweh, and Malek Al-Tahrawi commended Germany’s supportive stance on the refugee crisis and stressed the importance of enhancing cooperation, particularly in legislative and judicial expertise exchange.

The German delegation expressed appreciation for Jordan’s efforts in legislative reform and upholding the rule of law. They also praised the Kingdom’s political and humanitarian role in the region despite economic, political, and security challenges, affirming their commitment to deepening cooperation and partnership with Jordan.
