Amman, Nov 25 (Petra) – The Government Coordinator for Human Rights at the Prime Ministry on Tuesday held the second discussion session on drafting the guidance manual for liaison officers responsible for following up on the implementation of national and international human rights recommendations.

Government Coordinator for Human Rights Muath Momani said liaison officers across ministries and government institutions play a central role in preparing the manual, drawing on their field experience and detailed knowledge of the challenges and opportunities within their institutions. They serve, he said, as a key link in establishing a unified institutional approach that reinforces adherence to national and international human rights standards.

He noted that having a guidance manual for the government coordination team strengthens the government’s capacity in planning, monitoring and evaluating human rights efforts. It also helps officers clearly understand their roles, unify work methodologies, develop communication skills, and ensure swift and effective responses to national and international recommendations and observations.

Kholoud Shakakhwa, Director of the Danish Institute for Human Rights (DIHR) in Jordan, praised the cooperation and partnership with the Government Coordinator for Human Rights' Office and the National Centre for Human Rights, citing the expertise of both institutions in advancing the national human rights framework. She said this collaboration helps align the manual with best practices.

Nahla Momani, Commissioner for Protection at the National Centre for Human Rights (NCHR), said the center has adopted an enhanced methodology for handling its recommendations, involving their restructuring and systematic categorization by relevant government entities and key thematic areas. This approach, she explained, has improved clarity of responsibilities and facilitated monitoring and evaluation.

She added that NCHR has held several specialized discussion sessions with representatives of government institutions and civil society partners to deepen shared understanding of the recommendations, exchange views and identify actionable implementation steps in the field of human rights.
