39/ Europe proposes a revised version of U.S. peace plan for Ukraine

Amman, Nov 23 (Petra) – German Chancellor Friedrich Merz said on Sunday he is not convinced that an acceptable solution for Ukraine can be reached on the basis of the 28-point U.S. plan within the deadline set by President Donald Trump for Thursday.

According to Deutsche Welle, Merz told reporters on the sidelines of the G20 summit in Johannesburg that he has presented his own proposal currently being discussed in the Geneva negotiations aimed at ending the war in Ukraine on how to take at least a first step by Thursday, noting that the U.S. plan contains too many points to be addressed within five days.

For her part, European Commission President Ursula von der Leyen said Ukraine’s borders cannot be changed by force and its army cannot be left exposed to attack, stressing that the European Union must have a central role in any peace agreement on Ukraine.

A document showed that Europeans have put forward a revised version of the U.S. peace plan for Ukraine that rolls back proposed limits on Ukraine’s armed forces and the land-related concessions suggested by Kyiv.

The document, prepared for talks on the plan in Geneva, proposes setting the maximum size of Ukraine’s armed forces at 800,000 soldiers "in peacetime" instead of the comprehensive maximum of 600,000 proposed in the U.S. plan. It also states that "negotiations on land swaps will begin from the line of contact."
