40/ EMRC introduces composite gas cylinders for household use

Amman, Feb 18 (Petra) – The Energy and Minerals Regulatory Commission (EMRC) has approved the introduction of composite gas cylinders also known as plastic cylinders for household use, offering them as an alternative to traditional metal cylinders. The new cylinders will be available on an optional basis alongside the existing metal ones.

The decision reflects advancements in gas storage and distribution technologies, aiming to enhance safety standards, improve efficiency, and promote sustainability in energy use.

In a statement to the Jordan News Agency (Petra), the EMRC said its board of commissioners approved updated regulations on gas cylinder distribution and storage to include composite cylinders.

The introduction of these cylinders the first of their kind in Jordan is expected to benefit consumers, industry workers, and investors alike. The composite cylinders, with a capacity of 12.5 kg of liquefied petroleum gas (LPG), match the size of traditional metal cylinders while offering improved convenience and safety.

The approval follows extensive consultations with industry experts and stakeholders, comprehensive studies of international best practices, and multiple discussions with representatives from the oil and gas sector since 2018. The cylinders comply with Jordanian technical standards issued by the Jordan Standards and Metrology Organization (JSMO) and meet international specifications (ISO 11119). Tests conducted by the Royal Scientific Society have confirmed their quality, including explosion resistance, shatter resistance, pressure endurance, and thermal durability.

The EMRC highlighted several advantages of composite cylinders, including enhanced durability, superior safety features, and reduced weight only 5.3 kg when empty, compared to 17 kg for traditional metal cylinders. This makes them easier to transport and handle. Their partially transparent design allows users to monitor gas levels, ensuring timely refills.

Additionally, they are explosion-resistant in case of fire, non-conductive to electricity, and highly resistant to corrosion and impact, extending their lifespan and reducing maintenance needs. The use of advanced materials also contributes to lower carbon emissions, improved sustainability, and increased recyclability, making them an environmentally friendly option.

Composite cylinders have been in use for over 20 years in more than 100 countries, including Arab nations such as Qatar, Saudi Arabia, Iraq, the UAE, Kuwait, Egypt, Lebanon, and Algeria. They are also widely adopted in regions with extreme climates, from South America and Europe to desert and tropical areas. The cylinders can withstand temperatures ranging from -40 C to 65 C.

The EMRC has opened the market for investment, inviting companies interested in filling or importing composite gas cylinders to apply for permits and licenses. The commission emphasized that storage, transport, and distribution activities for the new cylinders will be exclusively managed by licensed distributors and gas centers. Implementation will be reviewed periodically to assess market demand, storage capacity, and economic feasibility while ensuring the availability of sufficient supply.

To provide consumers with choice, traditional metal cylinders will remain available in the local market. Both cylinder types meet Jordanian safety standards aligned with international specifications. The EMRC also announced awareness campaigns to educate consumers on the benefits and safe usage of the new cylinders.
